The public administration is struggling to resume its activities after 8 weeks of blocking major roads. In the majority of the ministries, the officials present were small.
At the Ministry of Finance, the main barrier was open only for passing vehicles. At the Ministry of Justice and the Ministry of Commerce as well as at the OAVCT very few officials were on site.
However, in other institutions, the majority of the officials were on the spot. At the Ministry of Planning and the Directorate General of Taxes (DGI) 70% of the civil servants were at their posts.
The absentees live outside the municipality of Port-au-Prince. The barricades still in place discourage many officials.
A metropolitan radio reporter found that roads were not blocked by barricades in Port-au-Prince. However, at mid-day in the Champ de Mars barricades remained.
The police continued their offensive to destroy the barricades. Gunshots were heard late afternoon in the Bel Air district. Citizens had reported group aggression of armed individuals.
