Election fraud: RC throws Health Ministry under the bus

PORT-AU-PRINCE, Haiti (sentinel.ht) – The Red Cross is implicated in another scandal in Haiti, this time dealing with the country’s efforts to rebuild its democracy. Challenging the accusations, its president suggested the Martelly administration’s Ministry of Health and Population (MSPP) is responsible.

On Wednesday, the president of the Haitian Red Cross, Jean Pierre Guiteau, was forced to hold a press conference and deny numerous reports of the agency’s ambulances being used to commit the massive electoral fraud recorded on October 25, 2015.

Mr. Jean Pierre said that other institutions, namely, the Ministry of Health and Population (MSPP), have been illegally using the logo and insignia of the Red Cross on its vehicles. “This is illegal,” he said, “but legislation punishing the use of brands has not yet been passed by Parliament.”

However, Mr. Jean Pierre said that the Red Cross had recently called the MSPP to request that it stop using the agency’s logo on its vehicles.

He also said that other foreign companies are present in Haiti and have ambulances, but he said they do not use the logo of the Haitian Red Cross.

The president of the organization insisted on the honesty and integrity of the ambulance drivers and said that his organization preaches respect and the principle of neutrality.

More than 40 ambulances of the Haitian Red Cross were spread over the entire country on election day according to records of vehicles checked out.

Jean Pierre said that drivers were instructed to not go within 300 meters of polling centers but of course, witness accounts say different.

Allegations are that at about 3:30 pm in the afternoon, a half hour before polls closed, Red Cross ambulances rushed to polling stations and deposited pre-filled ballots.

Several political leaders and citizens say they were eyewitnesses to these acts. They say the Red Cross functioned for the ruling party, Parti Haitien Tet Kale (PHTK), and its candidate for president, Jovenel Moise.
